Expanded Learning Opportunities Program

Welcome to Twin Hills Union Expanded Learning!

ELOP Plan

Who is Eligible for ELOP?

The Expanded Learning Opportunities Program (ELOP) is free of charge for qualifying students. Families will receive a letter from the Twin Hills School District Office letting them know if their child is eligible.

Eligibility is determined by the California Department of Education (CDE) and includes:

  • Students in grades TK–6 who qualify for the Free or Reduced-Price Meal Program

  • English Learners

  • Foster Youth

These groups are considered “ELOP eligible” under state guidelines.

Why This Matters

  • Families are encouraged to complete the Free and Reduced-Price Meal Application, even if they think they may not qualify. Submitting the form helps the district confirm eligibility for ELOP and other important school funding.

  • Eligibility lists are updated regularly as applications are received and state data (CALPADS) is refreshed.

Year-Round Programming

ELOP is more than aftercare — it also offers year-round learning and enrichment.

  • After School: Every school day from dismissal until 5:30 PM

  • Intersession Days:  At least 30 days during school breaks

  • Activities: Sports, STEM, arts, cooking, games, leadership, and more.

We are committed to continuous quality improvement in our programs and refer to the following standards as best practice in serving the students in our district:

  • Safe and Supportive Environment
  • Active and Engaged Learning
  • Skill Building
  • Youth Voice and Leadership
  • Healthy Choices and Behaviors
  • Diversity, Access and Equity

All students in after-school programs are offered a snack /meals that meets the requirements of the USDA.

If you would like to learn more about qualifying for a scholarship for our various afterschool and summer programs, please contact Julie Austerweil (jausterweil@twinhillsusd.org) at the District Office 707-823-0871.
