Twin Hills Union School District is committed to providing a safe, welcoming, and equitable learning environment for all students. We encourage families to bring questions and concerns to their child & teacher or school administrator when appropriate. Some concerns, however, are addressed through specific formal complaint procedures. The information below is intended to help students, families, staff, and community members
identify the appropriate process. If you are unsure which process applies, please contact the District Office. We will help direct your concern to the appropriate process.

Reporting Sex-Based Discrimination or Sexual Harassment
Title IX
Title IX of the Education Amendments of 1972 prohibits discrimination on the basis of sex in educational programs and activities receiving federal financial assistance. (California Education Code §§ 220-221.1.) The District maintains specific policies and procedures for addressing sex-based discrimination and sexual harassment.
Title IX of the Education Amendments of 1972 (“Title IX”) is a federal law that prohibits sex-based discrimination in all educational programs and activities, including athletic programs. No person shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any educational program or activity operated by Twin Hills Union School District. Title IX protects all participants in Twin Hills Union School District's educational programs and activities, including students, parents, employees, and job applicants. Twin Hills Union School District does not discriminate on the basis of sex. Discrimination on the basis of sex can include sexual harassment and sexual violence.

The District's Uniform Complaint Procedures (UCP) provide a formal process for addressing complaints involving certain state and federal educational programs and allegations of unlawful discrimination, harassment, intimidation, or bullying based on a protected characteristic.
You do not need to determine which law applies before contacting the District.

Not every concern is handled through UCP or Title IX. Concerns involving District employees, instructional materials, school operations, or other matters may be addressed through another District complaint procedure.
Families are encouraged to contact the school or District Office if they are unsure where to begin.
